All Star Team Selection Rules
The following Local Rules apply to ALL teams, except as otherwise provided for the 11-12 Little League team in the EMNLL Constitution.
A. Teams
The Board of Directors shall determine the number of teams to be entered for tournament play within each age group. The Board of Directors shall determine the number of players for each team.
B. Manager & Coach Selection
For all teams except the 11-12 Little League team, each League Commissioner shall make recommendations to the President for team managers for his/her league’s team(s). The President shall then nominate a manager for each team, subject to approval by majority vote of the Board of Directors. For all teams except the 11-12 Little League team, each manager shall recommend for nomination his/her coach(es), subject to approval by majority vote of the Board of Directors.
C. Eligibility & Ballots
Player eligibility shall be determined and all ballots shall be prepared by the Player Agent(s).
D. Player Selection
For all teams except the 11-12 Little League team, one manager and up to two coaches (all of whom must have been approved by the Board of Directors) from each regular season team in the applicable league shall vote by secret ballot from among all eligible players in that league, for a number of players not to exceed the number determined by the Board. Any 11 year old player who receives sufficient votes for election to the 11-12 Team shall be placed there, regardless of his/her vote total in the 11 Team voting.
Voting Administration: The President, Player Agent(s), and applicable League Commissioner shall conduct the vote for each league and age group. Completed ballots for each league and age group shall be tallied by the applicable League Commissioner, President, Player Agent(s), and one or more impartial tellers who are not directly affiliated with EMNLL.
Ties: Where more than one player has an equal number of votes to qualify for the last position(s) on a team, the team manager shall make a recommendation for the final selection, subject to the approval of the Board of Directors.
Alternates: At the time the votes are tallied, two alternates shall be determined for each team. Alternates will not be announced with the selected team. In the event that a player selected to a team is unable to fulfill his/her commitment to the team for any reason prior to the team’s certification, the team manager may choose from the designated alternates, provided that the alternate chosen is not otherwise obligated.
Obligations: A player who has been certified for play on another team, or who is already placed on a team for which there is no designated alternate available as a replacement, shall be considered to be otherwise obligated and not available to be called up as an alternate for another team.
E. Player Commitment
At the discretion of the team manager, any player who is absent from any practice or game for any unexcused cause shall be removed from the team, subject to approval by the EMNLL Board of Directors.
